  MAJOR ACTIVITY 2

Support the creation of at least 7 national ITAGs in GAVI eligible middle income countries worldwide

Overview
The SIVAC team developed a screening tool that led to an initial list of prospective countries. Countries receive a technical visit to evaluate both the feasibility and the willingness of authorities to establish an ITAG.

The process to support countries will be the following:
To facilitate country ownership and sustainability, the ITAGS will be designed and implemented via a county-driven process; SIVAC will only provide technical support, mainly through reinforcing the capacities of the scientific secretariat.
For each enrolled country, SIVAC will ask for a concept paper from the country’s Ministry of Health. This document will be based on WHO guidelines and developed by a small team of local experts, including representatives of the Ministry of Health, universities and research institutes. The concept paper will describe the process to establish the ITAG and how it should function.
SIVAC will review the concept paper with the country team. Areas where technical support is needed will be identified.
SIVAC will monitor ITAG progress continually and adjust support as needed. At the end of the period of assistance, a complete evaluation will be conducted.

Schedule

The initial six countries selected will have their action plans to establish an ITAG finalized by the end of January 2010. The expected duration of SIVAC support is three years but it may vary from country to country.
The first meeting with members of the first newly-established ITAG should be held by the end of 2009.
